1、 Project Overview
1. Project name: Guomao Fenghe (Xiamen) Education Management Co., Ltd. hires textbook suppliers for the academic year 2025-2026

3. Scope of bidding: To meet the teaching needs of the school for the academic year 2025-2026, select suppliers who can provide high-quality and stable textbook supply and related services, ensuring timely and reliable textbook supply.
2、 Service content and duration
1. Service content: The winning supplier is responsible for supplying textbooks in batches according to the school's teaching progress and requirements, and undertaking the full process services of textbook warehousing, storage, distribution, settlement, etc.
2. Service period: from the signing of the contract to the settlement of all textbook payments.
3、 Registration related matters
1. Registration period: 09:00 on April 22, 2025 to 17:00 on April 24, 2025 (Beijing time).
2. Registration materials:
(1) A copy of the Business License stamped with the official seal (covering the supply of teaching materials).
(2) A copy of the "Publication Business License" stamped with the official seal (issued by the competent publishing administrative department).
(3) Original declaration of no significant illegal records in the past year (January 1, 2024- December 31, 2024).
(4) The good record report generated by the National Enterprise Credit Information Publicity System after April 1, 2025 (reflecting no adverse business records).
3. Registration method: Scan the registration materials into PDF format (stamped version), send it to [email], fill in the email subject as "Project Name - Company Name - Contact Person - Contact Information", and notify the tenderer by phone after sending.
4、 Obtaining bidding documents
1. The bidding party will conduct a pre qualification review of the application materials. Suppliers who pass the review will be notified by phone and the bidding documents will be sent through the supplier's reserved email.
2. Suppliers need to ensure that the contact information provided during registration is accurate and effective, and pay attention to phone and email information in a timely manner. If no notification or document is received within a reasonable time, the bidder should proactively contact the tenderer for confirmation.
5、 Bid evaluation criteria and deadline
1. Evaluation criteria: This bidding adopts the lowest bid method. On the premise of meeting the substantive requirements of the bidding documents, the supplier with the lowest bid price will be determined as the winning bidder. If the bidding price is significantly lower than that of other suppliers who have passed the compliance review, which may affect product quality or fail to fulfill the contract in good faith, the supplier shall provide a written explanation and submit relevant supporting materials at the evaluation site within a reasonable time as required; If the supplier cannot prove the reasonableness of their quotation, the evaluation committee shall treat it as an invalid bid.
2. Deadline for bidding: 17:00 on May 12, 2025 (Beijing time).
3. The bidding documents should be delivered to the designated location (specific address specified in the bidding documents) before the deadline. Bidding documents that are overdue or not sealed according to regulations will be rejected.
6、 Requirements for quotation and textbook details
1. Quotation requirement: Use discount rate for quotation, bid price=total code x discount rate. The quotation shall include the cost of textbook procurement, transportation, storage, insurance, taxes, and all fees related to providing relevant services. In addition, the winning bidder shall not charge any additional fees to the school. Suppliers should provide detailed estimates and calculation methods for each cost item in the bidding documents.
2. Textbook details: The bidding party will provide a detailed list of textbooks in the bidding documents, including textbook names, publishers, International Standard Book Numbers (ISBNs), expected procurement quantities, and other information. Suppliers should provide quotations based on the textbook list. For supporting materials (such as exercise books, CDs, etc.) that are not explicitly listed in the list but may be involved in the actual supply, their prices and related explanations should be separately listed in the bidding documents.
7、 Quality requirements for textbooks
1. Genuine requirements: The supplied textbooks must be genuine products that comply with relevant national and industry quality standards. Pirated, reprinted, or substandard textbooks are not allowed. The supplier shall provide a commitment letter in the bidding documents to ensure the authenticity of the teaching materials and bear all legal responsibilities arising from copyright issues of the teaching materials.
2. Printing and content quality: Textbook printing should be clear, free of ghosting, missing pages, and the paper quality should meet industry standards. The content of the textbook should be accurate and in line with the requirements of the teaching syllabus, without any issues such as incorrect guidance or missing content. If any quality issues are found during the delivery of textbooks, the supplier should respond promptly upon receiving notification? Free replacement within one working day.
8、 Confidentiality requirements for bidding documents
1. Suppliers participating in the bidding for this project shall strictly keep confidential the obtained bidding documents and shall not disclose the contents of the bidding documents to any third party, including but not limited to textbook lists, technical requirements, evaluation criteria, commercial terms, etc. This confidentiality obligation shall remain valid for a period of 3 years from the date of obtaining the bidding documents until the completion of the bidding work for this project.
2. During the bidding process, suppliers shall use all information obtained from the bidding documents only for the purpose of bidding for this project and shall not use it for any other purpose. If the content of the bidding documents is leaked due to the supplier's reasons, the bidding party has the right to hold the supplier legally responsible and demand compensation for all losses caused to the bidding party as a result.
3. When suppliers submit their application materials, they should also submit the following stamped "Confidentiality Commitment Letter". Failure to submit it will be considered a failure of the application.

9、 Other instructions
1. The bidding supplier shall bear the bidding related expenses on their own, and regardless of the outcome, the bidding party shall not bear any costs.
2. The bidding party has the right to clarify or modify the bidding announcement and bidding documents. Relevant information will be published through the original announcement release channel, and suppliers should pay attention to it in a timely manner.
